Don’t look now, but Canada is actively bracing for the possibility that America may soon be engulfed in a civil war.

Yes, ordinary Americans may be unfazed or unaware that the US government is secretly bracing for the possibility of a race/civil war following the November 2024 election. However, Canada is taking no chances and considers the potential threat extremely serious.
As tensions ramp up in the US, Canada is preparing for the worst — and is now openly making plans for the potential of a violent race and/or civil war breaking out in the United States.
According to POLITICO, Canadian Prime Minister Justin Trudeau has mobilized a government think tank to design a plan of action in the event of an American political or civil disaster. Policy Horizons Canada has enlisted the help of hundreds of experts and government officials to examine how a civil war in the US might disrupt Canada and affect the Canadian government.
In a 37-page document titled “Disruptions on the Horizon,” Canadian researchers discussed the possibility of ‘US ideological divisions, democratic erosion, and domestic unrest plunging the country into civil war.’ The think tank has considered how Canada might respond to the proliferation of homemade biological weapons, antibiotic-resistant pathogens leading to mass death and food shortages, or the possible outbreak of World War 3. They’ve even contemplated what to do if Americans were to flee potential unrest by the droves and attempt to seek solace in Canada.
John McArthur, a Brookings Institution scholar who sits on the Policy Horizons steering committee, said the report’s description of American civil war reflects the depth of Canada’s anxiety regarding US politics and the potential for unrest that could find its way north.
“Any sense of disruption to your closest sovereign relationship in the world, any disruption within that country, is a deep worry, I think, to any Canadian outlook,” McArthur said, adding: “Canada’s place in the world has become more complex terrain to navigate.”
He added that Donald Trump’s isolationist approach to foreign politics has contributed to the concern and “rattled the Canadian psyche and upended decades-old economic relationships.”
Canada is concerned about the threat of cyberattacks disabling their critical infrastructure, the launch of a biological weapon by a lone attacker or group making its way across the Canadian border, or emergency services being overwhelmed to the point of collapse.
“How do you act on this?” wondered Catherine Beaudry, a professor at Polytechnique Montréal who analyzed the report for Policy Horizons. “You know, ‘World war breaks out’ — there are things where you have very little control and there are things where you have full control.”
We may not realize it, but the world has been watching American divisions grow deeper by the day. They remember how the US fell quickly into chaos following the 2020 death of George Floyd at the hands of police. They saw the Black Lives Matter marches on streets from coast to coast, the looting of stores and arson fires, the violent arrests that ensued, and the images of police in riot gear and the US National Guard forcibly tamping down the unrest. They hear all the rhetoric from Donald Trump’s MAGA sycophants and their threats of violence and racial retribution — and they’ve taken notice of the strange calls to throw away democracy and allow Trump to commit crimes without consequence.
It only takes the strike of 1 match to ignite simmering fumes.
Donald Trump has been open about his desires to effectively turn the US presidency into a monarchy. He has also gone public with plans to cut off long-standing NATO relationships and “go rogue” in the world. Additionally, his supporters have bragged about joining militia groups and even the KKK to prepare for war. These are understandably worrisome positions for Canada, a close neighbor with all-but-open borders from the east to the west of each nation. So, it makes sense for them to be concerned and to be prepared.
Perhaps it’s time Americans were concerned and prepared, too.
