I deliberately didn’t scroll down to read the answer until I gave my eyes a minute to really look at it. And I thought to myself…Nope it’s not moving…lol

But it is interesting how depending on the design of a certain picture that same picture can Appear differently (moving / not moving) to the eyes of different people.
